U.N. spokesman responds to shelling of Gaza shelter

(CNN) - The United Nations says this is the sixth time one of its schools, now used to shelter thousands of Palestinians, has taken a direct hit in the conflict in Gaza. Officials do not call these "attacks" on their compounds because, they say, that would suggest purposeful targeting.

Either way, the UN teams trying to help these people call the latest incident "a breaking point."

But who should be held responsible?

Is there anywhere in Gaza that's safe?

The White House condemned the shelling of a U.N. shelter in Gaza on Wednesday that was holding more than 3,000 Palestinians.

At least 20 people were killed, according to the Palestinian Health Ministry.

The White House is not blaming Israel for the attack, but the U.N. says it was Israeli artillery that ripped through the building.

CNN’s Jake Tapper and former Israeli Ambassador to the United States, Michael Oren, discuss whether this condemnation is a sign of a rift between the U.S. and Israel.
