(CNN) – The new York Police Department says it is ramping up its inquiry into Officer Daniel Pantaleo. A grand jury decided Wednesday not to indict Pantaleo in the chokehold death of Eric Garner.
The NYPD's investigation was on hold while the grand jury process unfolded. Internal affairs now plans to interview additional officers, and could weigh a departmental trial to determine if Pantaleo broke department rules.
Police Commissioner Bill Bratton said cell phone video that captured the deadly encounter is not "the final determinant" in this case.
What else is missing? What did the grand jury hear that isn't in the video?
New York City public advocate and former assistant attorney general for the state Letitia James tackles that question and more in the video above.
