(CNN) – A New York grand jury decided Wednesday not to indict Officer Daniel Pantaleo in the chokehold death of Eric Garner.
The July incident was caught on tape, and Pantaleo used a banned maneuver to bring Garner down. How could there not be enough evidence to at least bring this to trial?

The July incident was caught on videotape and spread via social media, causing widespread outrage.
While police chokeholds are not illegal, they were banned by the New York City Police Department back in 1993.
