(CNN) – On Wednesday, President Obama will reveal his strategy to "degrade and ultimately destroy" ISIS, the Islamist terrorist organization that has taken control of large parts of Iraq and Syria.
But it is unclear whether Obama's strategy will require approval from Congress, or will be included in the President's authorization for use of military force.
"He probably has inherent power to do it by himself without authorization," former Homeland Security secretary Michael Chertoff said.
"If he could get authorization, it would be a positive thing. But here's the most important thing: Don't ask if you don't know that the answer will be yes. You'd be better off not asking, and going on your own, than asking and getting turned down," he said.
