(CNN) – The terrorist group ISIS released a video Tuesday showing the beheading of a second American hostage, journalist Steven Sotloff.
The U.S. alongside Kurdish fighters have been launching air strikes against ISIS in Iraq. But other countries – such as Jordan, the UAE, and Saudi Arabia – have failed to rally.
"We have not seen enough of that," Sen. Bob Casey, D-Pennsylvania, said in an interview with CNN's "The Lead with Jake Tapper.
The administration, and particularly the State Department, "have made very determined efforts to bring in those coalition partners. It's in their interest," said Casey, particularly for Turkey, he adds.
"Because you have some of the jihadists coming either from the United States or Europe through Turkey, they need to be much tougher about interdicting not just jihadists, bBut the smuggling that the Islamic state does and the oil sales ... the Islamic State has engaged in in the region," said Casey.
