Why was NASCAR star Tony Stewart even allowed to race?

(CNN) - NASCAR driver Tony Stewart hit and killed another driver who was walking on a track during a dirt-track race in upstate New York on Saturday night, authorities said.

Stewart has a long history of violent incidents, both on and off the racetrack.

Why is he even allowed to race?

As CNN's Rachel Nichols reports, NASCAR wants its drivers to be a bit tough, hot-headed, and rebellious... as long as nobody gets hurt.
