(CNN) - President Barack Obama is pushing for executive orders and executive actions, going after goals he does not need Congress to accomplish.
But former Vice Presidential candidate Rep. Paul Ryan, R-Wisconsin, says the President's got to go through Congress.
"There's a difference between effectively using the bully pulpit to encourage good things in America and doing an end run around Congress," Ryan said in an interview with CNN's "The Lead with Jake Tapper."
"It looks he is willing to circumvent the Constitution. The presidents do not write laws. That's what Congress does. That’s Congress’ job," said the Wisconsin congressman.
