(CNN) – Many have seen the video showing New York police Officer Daniel Pantaleo use a chokehold on Eric Garner to wrestle him to the ground, as Garner says repeatedly: "I can't breathe."
Now, there is growing criticism over a second video that shows not only police officers, but EMT officers failing to respond quickly after Garner loses consciousness.
"They are supposed to be administering some level of care. Even unions that represent the EMS workers were saying the same thing, there should have been some level of service being administered to him at that time," said New York City Council Speaker Melissa Mark-Viverito.
The four EMS workers involved were immediately suspended without pay after the incident. They are now all back on the job.
"This is disturbing. We're going to definitely monitor it and look into it further, understand what this review process was about that has allowed these individuals to be back on the streets," she said.
