(CNN) – Republican Sen. Mitch McConnell, likely the next Senate Majority Leader, is an institutionalist, and knows how to legislate and cut deals. He is also someone who understands that for Republicans, it isn't just about winning elections, they need to show they know how to govern.
But Republican rank-and-file members in the House and Senate have in the past been hesitant to go along with their leaders' attempts to compromise on anything, especially on immigration reform, because they don't trust President Barack Obama.
Obama and McConnell need to overcome that trust deficit.
