(CNN) – ISIS released another gruesome video Tuesday, showing the beheading of a second American, journalist Steven Sotloff. The terrorist in the video speaks to President Obama, telling him, "Just as your missiles continue to strike our people, our knife will continue to strike the necks of your people."
"The executioner specifically addressed his remarks to President Obama, who is the president of all of us, he's President of the United States. So this clearly is an attack upon the people of the United States of America," Rep. Peter King, R-New York, said in an interview with CNN's "The Lead with Jake Tapper."
An earlier video from ISIS showing the beheading of American journalist James Foley was already a declaration of war, according to King.
"These weren't people who were murdered because they happened to be Americans, it's because they were Americans," he says.
